Center For Resiliency - Request for Proposals (RFP)

Program Purpose (Trauma Recovery, Psychological Wellness, and Housing Stability Focus)


The purpose of this program is to provide holistic trauma recovery, psychological wellness, and stabilization services directly to victims of crime and individuals experiencing homelessness or housing insecurity. The goal is to help participants heal, regain stability, and navigate complex systems with dignity and support. Therapeutic and wellness services may include the following:

  • Responding to the emotional and psychological needs of victims of crime and individuals experiencing housing instability through trauma-informed care and wellness practices.

  • Assisting participants in restoring their mental and physical well-being with the goal of stabilizing their lives after experiencing victimization, homelessness, or housing insecurity.

  • Supporting participants in understanding, coping with trauma while promoting psychological and physical safety.

  • Providing individuals with a sense of safety, security, resilience, and overall well-being to foster long-term trauma recovery and housing stability.

Discrimination

Applicant agrees not to discriminate against victims or participants, including those experiencing homelessness or housing insecurity, based on their views regarding the State’s prosecution of a criminal case or any other protected status.


Records

Applicant agrees to maintain daily time and attendance records specifying the time devoted to allowable program services.


Community Efforts

Applicant agrees to promote coordinated public and private community efforts to aid victims of crime and individuals experiencing trauma, homelessness, or housing insecurity, with the understanding that such coordination qualifies an organization to receive program funds but is not an allowable cost under this grant.


Civil Rights Information

Applicant agrees to maintain statutorily required civil rights statistics on participants served—including race, national origin, sex, age, and disability—within the timeframe established by the funding agency. This requirement is waived when services are provided in contexts (such as telephone or crisis counseling) where requesting this information may be inappropriate or offensive to the participant.


No Charge

Applicant agrees to provide all grant-funded services at no charge to victims of crime and participants experiencing trauma, homelessness, or housing insecurity, and shall not bill private insurance, Medicaid, or Medicare for services supported by this program.
